A notice of confidentiality is required to be given to UPSI recipients per Reg. 3(2B) of the relevant regulations, how do we do that? 

No. The SDD entry is not a permissions gate that must be set before the information moves, but it must follow promptly, and in practice within 24 hours, because the entry is what sets the controls running.

Are Structured Digital Databases required for listed entities with very low trading?

Yes. The entry is created from the email as it is sent, with no copying and no second message. Only nominated flows are captured, and the nature of the information is recorded rather than the information itself.
